Note that we presently do not rule over other forms of Law Enforcement. Should that area’s own personal enforcement take charge on an issue, if it doesn’t directly
affect our organization in any tangible way, we are to work cooperatively with said law enforcement. With that said, these laws are to be treated as such with not only our company in mind, but aswell the general public at large.

Class 1 Infractions

These crimes are the worst that could be committed. Generally, they are crimes that affect our star as a whole and violate the very basic tenets of the Shinra Company as a whole. They are enforced with the fullest extent of the law.These crimes include:

1. Murder

1.1. The act of unjustly taking another person’s life. While the task of being a security officer likely will attribute to having to put down a threat, this law does not regard those types of threats. This does NOT extend to monsters, beasts, or any other type of active threat.

2. Aggression with the Intent to Kill

3. Assaulting Shinra’s Assets

3.1. Assets here would be defined as personnel or resources, resources including property, airships, or means of income. This would be a direct challenge against the Shinra Organization as a whole, which directly defies the company’s goal to preserve unity. This crime will always lead to an Infighting charge.3.2. Sabotaging any Shinra company related assets can lead to this charge as well. Sabotage will be defined as an attempt to undermine the authority of a superior, or to conduct behavior that will lead to our organization losing influence. This includes means of violence, or even non-violent offenses. Though, non-violent offenses will not be elevated to Infighting.

4. Reckless Use of Power

4.1. If a member of the Shinra Organization, either Security or Research Personnel, has access to a destructive or potentially destructive capabilities, then they are expected to use great discernment and incredible responsibility. The misuse of these abilities either in duels or as punishment against another member of the Organization, who is not an expressed criminal deemed for execution, will be counted as excessive use of force and risking/endangering the life of a member of the Shinra Organization without proper cause. The most powerful of tools utilized by both Security and Research Personnel should be reserved for our enemies, not our own forces. Misuse wouldn’t apply if the intent isn’t directed towards a member of Shinra’s death. Furthermore, Training does not count as a reckless use of power. If an ability of this caliber needs to be used to demonstrate its effects, then that would be allowed for educational purposes.

5. Crimes Against Shinra

If a crime is deemed so heinous that the President of the Company or by extension, the Vice President must get involved, then it can be classified as a crime directly against the Company. This would only be the case should the Vice President or the President herself see it necessary to contribute to a trial, or summon either The Shinra Security Force or The Turks to seize an individual and bring them to justice.

5.1. Espionage
Involving oneself with the Shinra Organization under false pretenses only to serve a foreign body or entity is classified as espionage. There are a number of crimes which can fall under this category, all of them count as their own charge, as well as an espionage charge. Due to the nature of the crimes of espionage, all which follow also count as treason, and will be acted upon with the fullest extent of the law in mind.

5.1. a) Infiltration
The means of seeking recruitment into the Shinra Organization or one of its subsequent departments for the sole purpose of providing information to another source, or utilizing the position to act against the Organization. This can include any position, even one as low as an Applicant, or Cadet

5.1. b) Defection
Either in times of war or peace, the Shinra Company has many enemies. Turning on Shinra, and deserting the people of our star to assist an enemy entity, is classified as desertion. If this is in an effort to convince an enemy to accept a person into their ranks, then this would be an acceptable defense. Provided that there is evidence of this intent.

5.1. c) Unauthorized Dissemination of Classified Information
The insufficient transportation or transmission of classified information, or the expressed intent to release classified documents, even as a ‘whistleblower’ act, is considered unauthorized dissemination, and therefore espionage.

5.1. d) Aiding the Enemy
To utilize intelligence, position, or resources to assist an enemy, especially during war. This assistance is limited. Saving the life, or sparing the life of an enemy is not considered espionage. However, aiding in most other ways would be considered an act of espionage.

5.1. e) Desertion
Abandoning one’s post or running away from one’s duties. To desert is typically a military matter, and thus would be resolved by a military tribunal - however, it is still a crime against the Organization as a whole regardless, and will be punished with the fullest extent of the law

5.2. Property Infractions
The crimes listed are the most serious offenses in regards to theft and other such violations. They are the most extreme cases, and judged with great prejudice. For, these crimes corrode the very nature of the Shinra Organization. They are as follows:

5.2. a) Theft or Damage of Shinra Company Property
The primary tenet of The Shinra Company is unity, and as such, these resources must be protected, and will be at the fullest extent of the law. Any theft of Shinra company material, or intentional damage of debilitating severity, will be counted as a Class One Infraction.

5.2. b) Possession or Ownership of non-licensed/experimental and volatile or dangerous Weapons or Equipment
Certain weapons will not be available to the public, including the likes of cloaking devices, high-grade explosives, and other such devices of extreme danger to the public. With authorization from proper channels, namely Shinra Security Force Leadership, and the Research & Development teams, this will be allowed

6. Enslavement or Trafficking

6.1. The act of two or more Shinra personnel engaging in a conflict with one another, in which resources are consumed, and our company is directly negatively impacted in a negative sense. Resources in this context absolutely include the lives of personnel themselves. Many crimes might classify as infighting, all of which can be charged as their own separate crimes but each runs the risk of elevating to an infighting charge, should the case be extreme enough.

7. Cannibalism

7.1 Cannibalism is defined as the consumption of any part of another sentient persons (i.e. Hyur, Miqo’te, Garlean, etc.). Eating blood, flesh, organs, and even bone all count as acts of cannibalism, when referring to these races.
